I will say yes,every 85 318 I have torn down was roller block.

heres some info when looking at swaping stock parts around

car 318 got roller cam,carb got long nose roller cam/mech FP-TBI got short nose cam,no mech FP

trucks got flat tappet,all 318 4-v got 360 heads/roller block/flat tappet cam.

early roller lifters do not oil thu PRs, used a short solid PR.

later model roller lifters have oil thru cup and hollow PRs.

on the later model pre-magnum engines such as a 1990 tbi 318,it will oil up thru the head to rocker shafts LA style, AND will be oiling thru lifters/hollow PRs to the rockers..both ways.

It does not seem to be too much oil in the head/VC. mine went from LA oiling to oiling both ways with no ill effects.

only thing I can think of is Ma Mopar was gearing up for the 92 magnum engine with oil thru lifters.

some early magnum blocks will be drilled to oil LA style but the magnum head/gasket block the oil hole.

the long and short nose pre-mag roller cam will be drilled for LA shaft oiling.

magnum engine roller cam will not be drilled for oiling

just match up the correct parts to get what you need from a magnum or pre-magnum
