NO I am a comercial pilot as well as a drag racer with freinds who have cars that go fast, wings start to come into play on rear downfirce above 150 MPH usually, if they are set up correctly The numbers I remember being bantered around on the wing angles where from .75 to 1.5 degrees up angle from the track surfaces at speed Another thing that comes into play is the front end ride hieght and angle and air dams, if no air dams and the front end is pointed up into the air stream all bets are off They don't want air going under the front of the car lifting it up at speeds
