Just installed a new cam in a 440. Lined up the mark on the cam gear directly opposite (6 o'clock)the crank gear mark (at the 12 o'clock position). When I rotated the assembly, I was at TDC compression on #1 cylinder (finger in the spark plug hole) and the crank gear mark was in the 12 o'clock position BUT the cam gear mark was also at the 12 o'clock position. Shouldn't the cam gear mark be at the 6 o'clock (directly opposite the crank mark) position?

That is correct. The crank turns 2 times for every one of the cm shaft. When installed dot to dot number 6 was in the firing position.

To be clear, you are fine as is, no need to touch it.

you can line up the dots at 12oclock or at 6, and it is the same.., since it spins once for every time the crank goes twice around once.
