Not sure about the 06 Fusion, but my 09 Focus has it in the valve stem.

How does the info get from the stem to the indicator that's what is hard to understand??
How does a garage door opener know when you push a button inside your car? Low frequency radio signals Is the aluminum valve stem secured by a hex nut? If it is then you have sensors,but if it's a traditional rubber stem then they share the wheel speed sensor for the ABS system.It just senses the difference in circumference of the tires and sends it back to the ECM and it tells the translate ECM and the translate ECM tells the TPWS to turn the light on All just because people cant use a tire gauge
Not that it entirely matters, but some of the earlier sensors, as mentioned before, are banded around the inside of the wheel and work on the same RF signalling that the valve-stem style do.
EDIT- It's also important to note that most manufacturers advise against the use of fix-a-flat types of chemicals as they can gum up the sensor input.

Cold temperatures mean lower tire pressures, so the sensors are working correctly. Try adding 4 psi to your tires and see if it works better. Recommended cold tire pressure is usually on the inside of the fuel filler door or the driver door jam on a placard
