I did a quick search and the most current one(that I found) said no minimum weight! Another one, from a few years ago, said the minimum was 3,200lbs with the average being 3400lbs.

Most of the rules I have seeen limit it to 26x8.5 tire, that is small for sure. But with enough time and money I think we all know it will get out of hand quick.
