I have a set of Monocoque wheels that have the removable centers, Im going to polish them up before I sell them, and just want to make sure I torque the things back together correctly for who ever buys them.

They are on the WIW side if you want to see what I am talking about. there is 20 5/16 grade 8 counter sunk screws on each wheel. And the little nuts are in the way to get them good and cleaned up.

Typically 25 ft/lbs for Grade 8 5/16 bolts. I'd put a dab of blue Loctite on the threads.
