My 70 B-Body steering column does not have a lower bearing where the steering shaft comes out of tube. Is there suppose to be one? There is no place for the set screws but the shaft rubs on outer tube.My service manuel does not really say on this column. Its a 70 4 speed column.

there is a lower support for the lockout tube only

To prevent the center steering shaft from rubbing internally, you have to adjust the plate where the column attaches to the firewall
