I do not see away to use the new washers with the old bushings.
The picture I found on a members site shows the correct bushing to be very long.
I am guessing I would need a new lower correct looking washer as well, and just one whole long bushing is used instead of 2 halfs is this the case?

I would use the correct washers on both sides of the bushing. There is a washer/bushing kit that you can buy.

You could try using the small washer on the bottom, I don't really see a lot of problems with that idea...

Paint the shocks semi black and be done !

Kevin,
I'll explain it better here.
There is only one bushing per side.

You remove the inner sleeve, slide the bushing into the chassis, re-install the sleeve then put the shock in with one each washer on top and bottom. Tighten the nut down until it squashes the bushing,, the sleeve stops it from being over tightened
