Ok going out of my mind, I swear I knew where the horn relay was mounted on E-bodies, but for the life of me, can't find it.

Isn't mounted right under the dash, with a single screw mounting bolt?

I checked the manual and it appeared to me on the wiring diagram that it was on the fuse block.
The only unit I found on there was the key buzzer.

Help?

FYI as you may have figured out, the horn doesn't work ( I did test the horns and they do work, so it's an issue somewhere else...)

Key buzzer and horn relay are one and the same I think.

Really?? Were the terminals different from E to other Body styles?
I have a spare horn relay from my 70 B body and the terminals are not the same as the key buzzers.

Horn relay plugs into the top of the fuse box, the key buzzer is fastened to the lower dash to right of the glove box

Thanks for the pics - always helpful

So there is a difference between the horn relays from E to B body in 70. Guess it depends on where it is mounted.
The terminals off the one I took off my B- body don't match up to the one for the E body.

I'll have to buy a replacement and work forward from there.

Note also that there is a difference between 1970 Ebody horn relay and the 1971 Ebody horn relay. The 1971 one has a buzzer in it, but the 1970 one does not. (At least my 1970 TA Challenger has a different relay in it from my 1971 Challanger convertible.)

Well now I'm confused. Mine is in a 70 E body and the buzzer buzzes and is located on the fuse block.
In the pics above it appeared there was a buzzer and a relay not one in the same unit. And I believe that is a 1970 model.

Had the wheel off today, hoping to find something burned or broken, but everything looks fine along with the contacts.

And my relay buzzes with the key in it, but I got no honk...

Ok so I have a horn relay and key buzzer in one unit mounted on the fuse block for a 70 model that should have a separate unit for each?

Yep. Sounds like you have a '71 unit plugged into the fuseblock.

Question is, would a 71 unit fit in a 70 fuse block? And if it is, why wouldn't it work anyway?
The buzzer apparently works, so I would imagine it's not the relay at play here.
Going to have to do some more digging, starting with seeing if I have a connector for the key buzzer by the glove box, like a 70 should have apparently.

Ok, one step forward..hopefully only one step back.
I checked under the dash by the glovebox and I DO have the key buzzer relay there, BUT it is not hooked up. The connector was there but I did not plug it back in , for 2 reasons.
One I didn't know if it would short out the other one installed in the fuse block and also the presense of another small electronic aparatus I could not identify and wired in to the harness somehow ( I will post a pic this weekend).
Maybe someone can identify.

So my next question, how do I tell if someone installed a 71 wiring harness during a previous resto?

In 1970 the horn relay is on the fuse box but the key buzzer is your emergency flasher which should be on the side of the ashtray. In 1971 the horn relay and the key buzzer are now together and are on the fuse box top right hand corner. The 1971 horn relay/key buzzer can be hard to find at local parts stores so the 1976 Cadillac one will work if your ok with GM parts on your car.But you have to drill off the spot welds on the bracket that is mounted on it. You can use a 1970 one in your 1971 but it wont have a key buzzer. Most guys hate that sound anyway and bend over the single tab on the 1971 one so the key buzzer wont work.I hope this helps. I just had this same problem a week ago.

I'm not sure what I have.
Going to dig further into the issue.
I would like to identify what the above pictured item is before I start messing around and interchanging relays etc...

Well after comparing the fuse blocks in a 70 and 71 service manual, it appears it is a 71 fuse block and therefore only the 71 type relay will fit in it.
I replaced the relay with another of the same type and instead of the relay buzzing, the BALLAST RESISTOR BUZZES !!!
Needless to say I took that one out...
