The problem is when you cut the anchor the torsion bar is gonna unload... Big time dangerous... If you can release the tension by separating the lower ball joint & unbolting the shock than yeah plasma the anchor, but don't try it without releasing the tension..

The "swing the LCA down" method has been suggested already. Because I'm lazy, here's a link to a similar thread with a more verbose description of that very undertaking.
