What is the difference in the
Holley 0-80496-1 950 HP

and the

Holley 950 Ultra HP, 0-80676 950cfm

The latter is an "Ultra" HP with billet throttle body and metering blocks

Ultra HP carbs are set up for tuning. They have jets all of the circuits so they can be easily dialed in. If you have a wide band you'll be able to see what you're doing and can get the AF curve really nailed down.

A little off topic here but can tose holes be shrunk to cure a too fast idle?

If both the primary and secondary plates are fully seated and it will even idle, much less high, it is likely not the holes in the blades that are the problem. I would suspect a vacumn leak somewhere.
