When you try to install the starter, you'll discover that your 273 bellhousing is not for 10.5" flywheels and clutches and you need to order a 10.5" bellhousing. 69 Road Runner Vert

A '69 Charger, on the other hand, with an electric fuel pump, CAN be operated without even a gas tank, provided you're 19 and have a buddy stupid enough to sit where the gas tank used to be holding a fuel hose into a Jerry can. Don't ask me how I know this.
