My son just bought a 1960 Cadillac and it has a Carter AFB which I am rebuilding. This one has a large round screw with a spring that is in between the idle mixture screws. Does anyone know what this screw is and how to adjust it?

It is used to set the idle speed on the older AFB's. I turn mine in until it starts to stumble and then back off 1/2 a turn to get a baseline.

The screw you are refering to is called an idle bypass air screw.

It is also used on 1967 Hemi cars.

It is used to set idle speed once the choke is off and you have adjusted the idle mixture.

To set the idle, the instructions are on page 14-65 of the 1967 Service manual.

I am sure other more knowledgeable folks will jump in also.

I have numerous Service manuals but the oldest is 1970 which does not show this. Can you list the procedure or copy the page?
