people and dealers order odd things. I had a 70 Charger S/E Top Banana (whatever that bright a$$ yellow is) tan int, hardtop, 6 way seats, 4 speed, 3.23 sure grip, am/fm w/ the reverb box, 383 4bbl, A/C, rear de-fogger and the guy could opt for PS or PB.

Are you sure the chin spoilers are factory, not dealer add ons? They were only available in combination with the rear spoiler.

They weren't supposed to be available with a luggage rack (or at all unless in combination with the rear spoiler). All front spoilers for 71 Plymouth Bs were shipped from the factory in the truck and dealer installed. It's possible the dealer decided to install a set on the car that didn't come with them.

As was pointed out, you can't find this out. However, I just wanted to add that when you see ads that say "1 of 1" they usually don't know what they're talking about. Combining options to arrive at a number is a big no-no in the Mopar world.
For example, someone can get the number of Sebrings produced and then get that Curious Yellow percentage listed above and apply it to the number of Sebrings to arrive at that number. There are a number of problems with this:
- Sometimes they'll apply the percentage to the US-spec cars, other times they'll apply it to the total production, so you never know how they're arriving at the number.
- The percentage is based on all B-body coupes, so it is statistically incorrect to apply an aggregate percentage to a smaller sample.
1971 is a funny year because I have seen color breakdowns for RR and GTX, and I have seen aggregate breakdowns like above. If there indeed are breakdowns for your model, I haven't seen it and I would reckon that it would be harder to find because usually hi-po info is more readily available.
I recall a Sebring Plus for sale years ago in this color. It was a 318 or 383-2 and had a sunroof. It was also owned by someone famous when it was new.
