Bad cap. As the coolant cools down and contracts, the cap should be pulling coolant from the recovery tank ( or vent if you don't have a tank )through a one way check valve in the cap. Valve stuck - sucks the upper hose flat.

If this is in a stock appearing engine bay...
There is also a known problem with the resto hoses, the ones with the stenciled lettering on them, the rubber is softer than what you would normally see and they collapse and then spring back after they cool. Hold one next to a Goodyear aftermarket hose and you can feel the difference immediately.
If you want to use a hose like this, the fix is the same as for a lower hose, get a spring from an aftermarket radiator hose that fits and stick it in to the upper hose. It will be fine then.

Thanks guys, cap is new (16-lber.) i think it might be related to the tank, it is a sealed unit (no vent that i noticed), i never put fluid in it because i just needed one for the track, i'll make sure its vented, then install some fluid, then put a spring in the hose, it is a cheapo soft hose, so much for makeing anything good anymore, bunch of junk, i've also installed 2 remain WPs from O"Reillys that leak at the seal [Edited by Moparts - Family Friendly Site - Keep it clean], so i'm going with a NEW Duralast from Autozone, hopefully its better, i'm tired of changing WPs .
