I have the same issue with a fresh 1965 727. It takes forever to shift into 3rd when cold. Once up to 30mph or so, I can shift to neutral and back to drive and it goes right into 3rd. The problem is not as bad when the trans warms up. Had the pan off to assure that the shift linkage was perfectly adjusted and the kickdown is a new Bouchillon adjusted properly. I am leaning toward a valve body issue.

could the shifter linkage be off? did you see if you have another space to move it, like between neutral and drive?
Andrew.......please !!!!!!!! loll
No seriously, if your shifter is off, you could be in 2nd not D. So you never go into third. Now if it goes into third after it is warmed up, then I don't know what I am talking about.

First thing to do is disconnect the throttle pressure linkage at the transmission lever and allow the lever to go full forward, if it will shift to 3rd with the linkage off the linkage is the problem. If it still won't shift the problem is internal.

As mentioned earlier, if the large check ball is left out of the valve body there will be no 2-3 shift.
