OK My 71 Challenger has the two small ones but I'll bet they were add ons. Was it a package deal with the front spoilers and Gull Wing installed together?
I kinda like the front spoiler on this 71 Challenger Possibly off a 71 Charger?

Dealership employees could have put the spoilers anywhere. I've seen them off center, or with one side closer to the front of the car. Most owners (who care about their car) could have done a better job installing these things than the dealerships.
Hey Barry, I can't remember if you said you'd spoken with First Place Auto Products about their Challenger front spoiler diagrams. They had told me that they've received a few originals through the years, all in poor shape, unsuitable for copying. Maybe you could photoshop together some of their sheets. A partial sheet is better than no sheet at all. If I recall, they have some info on what size to drill the mounting holes, and possibly more.
(For those of you who don't already know, First Place Auto Products is the best place to get reproduction Challenger front spoilers.)

1. Locate the spoiler hole towards the middle of the valance first.
2. After that, place the spoiler onto the valance so that the outermost mounting hole is 2 1/8th inches from the edge as shown in the diagram.
3. Using the spoiler as a template, mark where all the holes go.
4. After the holes are marked, check the backside of the valance to make sure the valance mounting brackets won't interfere with your spoiler hardware. If you measured correctly, It'll be fine, but close in spots.
5. Drill holes.
6. Mount spoilers.
