There is either dirt of some kind on needle and seat, or the adjustment is way off, you have a bad-sinking float, or you have too much fuel pressure. One of my holley red pumps had cosmoline type crud stuck in regulator out of the box and caused flooding many moons ago.

Your fuel bowl needle and seat isnt properly shuting off the flow of fuel from the pump. Have you adjusted the float properly? Thats the starting point to see if you can fix it without removing the bowl.

Fuel pump can be putting too much pressure to the needle/seat and causing fuel to flood the engine.
Safe fuel pressure is 5-6 PSI...

It is also possible the carb has always been bad, missing a gasket, or fuel level wrong from the factory...

Remove the bowl, inspect the needle and float for proper operation. As stated abouve check float to make sure its not taking on fuel. Inspect needle tip carefully--maybe after 5 years in the box the rubber pointed tip dried out (?)

if the float is properly set, the float is not absorbing fuel, and the needle is shuting off fuel, then replace the o-rings on the needle and seat housing.
