I modified a '70's instrument cluster (filled some holes) that had the pebble-grain finish.
I epoxied in styrene pieces and then used some putty to fill in (can't remember what... maybe modeler's "squadron putty"?).
Then I primed the areas, shot 'em with spray cans of that texture stuff you put on patches on your sheetrock (can came w/ several nozzles; one of 'em was perfect).
A couple coats of rattle can primer, and some black paint, and voila! that instrument cluster looked like it'd been made that way.
Sorry, no pics; haven't owned the car for years. But hope this helps someone.
