I put Mopar Performance replacement rockers on my 346 heads and they seem to be able to slide sideways off the valve tips. Do they need some kind of shim or spacer between each rocker? The spacers that go under the bolts are there.

Big blocks DO use spacers between each 2 rockers of a cylinder. Kind of fat ones too.

ring in between rockers,and make sure the rockers are pointing in the correct direction..[L-R] also...center bolt is long,and has the wider hold down support.
