It will, 8 CFM is a common measurement. However: it admits only air (if your ring seal is good), and drops the vacuum in your idle and transition slots. It may work, but not exactly the same way and will take some tweaking. You could just admit regulated air via banked solenoids, or an adjustable valve. Have you tried cracking the secondaries slightly?

Both valves are metal V8 1968 era stockers that I had, the reason for two is twice as much vacume leak to help lower the idle RPMs
Mr.Cab Racing and winning with Mopars since 1964. (Old F--t, Huh)

Cab, I could understand 2 pcv valves on one side and breathers on the other but w/a breather AND a pcv valve on the same side doesn`t it defeat the purpose and draw directly from the side it`s on instead of THROUGH the motor?

Brett had a petcock on his intake that he would adjust, mainly to lean out the motor so it would warmup faster on alky, but it could be used for the same purpose. The idea in your case is to get the throttle plates back in the transition slots. The petcock may work, but since it is a controlled vacuum leak idle mixture and part throttle will be lean, which you may have to account for with primary jetting/idle mixture.

There is a way around this.... run a throttle switch to a solenoid to open and close a port... T in a added orifice with a solenoid before the orfice and when you let of the pedal it contacts the switch and opens the orifice
