This is a little odd , the holes for the heater box mounting would have been been punched at the same time as the heater hose holes , there's no reason to punch the heater hose holes if deleting the heater box mounting holes , these holes would not have been drilled seperately ...

I still find it hard to believe that after 1967 or for the 1968/1969 model years that you could DELETE a Federal Motor Vehicle Safety Standard (FMVSS) component or should I say legally delete a FMVSS item. I don't think if it was deleted that the manufacture (Chrysler in this case) did it, maybe a dealer, but being a Federally mandated Safety item I just don't see how it was done legally? I've seen documents where production was delayed to get a Federal Safety compliance certification for a component to avoid the risk of severe Federal fines. Could you get Chrysler to delete any of the (FMVSS) "Standard Safety Features" listed on the window sticker and still have a vehicle that was legal to sell and drive on public highways? "I'd like to order a Hemi Cuda but I want to delete the:
Seat belts Side marker lights/reflectors windshield wipers and washers Energy absorbing steering column Four-way flashers Dual master cylinder brake system Safety rim wheels Back-up lights Directional signals left outside rear view mirror HEATER WITH WINDSHIELD DEFROSTER (defogger) and while you're at it remove the Clean Air Emission System it just loses too much performance with it anyway
Maybe on a vehicle that would never be driven on a public highway in the continential USA you could delete all or most of those FMVSS items and maybe you could delete the heater but I know for a fact a method for DEFOGGING (not defrosting) a WINDSHIELD was a Federal Motor Vehicle Safety Standard that was mandatory in 1969 and later. Did they delete the heater and still maintain a windshield DEFOGGING system? If not then I say a '69 and later vehicle intended to be driven on public highways, roads and streets in the continential USA left the factory with a windshield DEFOGGING system which was probably the base heater/defroster system as listed on the Moroney Label (aka "window sticker") and had all of the holes and mounting for it to put it back in if a dealer deleted it for the owner/purchaser to be driven On-highway legally. Somebody prove it wrong, I can take it. I'll be over here----->

FMVSS 103 requires all passenger cars, multipurpose passenger vehicles, trucks and buses manufactured on or after January 1, 1968, to have windshield defrosting and defogging systems.
