The cheapest way to get there is probably with the 390 option and keep the magnum heads,... you didn't mention if the 318 was a roller block or not as that may open some cam options.The 408 edelbrock combo would meet your goals and allow for future growth should you go there.I would go the 390 route,upgrade your rods,clean up the magnums,air gap and 750 demon carb.You want some compression 10:1 and with the magnums you may get quench and pump-gas driveability.I am biased towards solid cams(maybe not for you)look at 560 lift and 250-255@50.With 390 cubes,some head work and a good cam 425hp should be easy.Hopefully others will contribute some more informed options.

The problem with a 425hp big block is a 350hp smallblock will kill it. 425hp isn't a challenge(unless you want lots of idle vaccum). The factory MP 435 hp crate motor is a simple template for you to follow. I'm not crazy about the 318 block builds,just find a decent 360 block and be done with it. You don't need the 4" crank but if you insist on a street converter it would make for a quicker ride. If I was starting from scratch, a 360 magnum or pre mag hyd roller block,hyd roller cam 240ish@.050 on both sides 108lsa,.530-.560 lift,10 to 1 compression,edelbrock magnum heads,rpm airgap 750dp 1 3/4" headers. Very easy to make a fun but mild street car.

The 318 is the original '70 LA block; the heads were milled to reduce chamber size by 10cc's from the stock heads. The current combo dynoed at 238 RWHP which I believe would be 290 to 300 at the crank.

I'm currently thinking about a MP 408 stroker short block with Edelbrock Heads.
I'm helping a friend with his Dodge 4X4 build. We are doing the simple 4" stroker kit for the 360 LA motor. He found a crank, rod, and piston kit for around $900. A low dollar cam & lifter kit with about .480 lift will do all he needs. We have to decide between the new 360 X heads or the Edelbrock RPM's. He does have the RPM Airgap intake, so step 1 is done. I think this combo should make 400-425 HP easy, but were not looking for HP, we want the big pulling TQ for the grain boxes it will be pulling in the fall. The farmers know what I'm talking about.

I'd start with a roller block and run a hydraulic roller cam with OEM lifters.
streetable, displacement is always your friend. if your mag heads are untouched, opening up the pushrod pinch, doing some bowl blending after taking the valve job out to actually fit the 1.92/1.625 valves (the OEM VJ is typically about .030" undersized for those valves), and do a little valve guide boss profiling, and your current heads will support 425-450 HP.
if this is a budget build, I'd pick up a mag 360, keep the stock crank and rods, use KB107 pistons, do the aforementioned port work, use hughes 1110 springs, and get the roller cam reground by bullet cams, and see if they can fit the HR272/340 lobe on the core, using the same lobe for intake and exhaust. you may need to cut the valve guides down some for seal/retainer clearance with this much cam.
I'd be tempted to try the Scorpion Performance AMC pedestal mount rocker kit on the mag heads, too.

That way you'd be able to grow into more power later if you want.
Really, all you need is a 360 with box stock Edelbrock Magnum heads and a 4" crank to start talking about 400 hp. and good torque. No need to worry about forged pistons or non stock rods... but if you want to grow, it'd be smart to spend more here now.
My setup is a 360 Mag. bored .030 over with forged pistons, H beam rods, Eagle 4" crank, ported Edelbrocks, M1 intake, custom tune on my 750 Proform carb, custom ground cam, .600 lift, Scorpion rockers.... just pulled 500 hp on the dyno last week. Build cost from carb to oil pan was about $9,000 or so which includes the $500 dyno session.
Yeah, that is pricey, but you don't have to do all that. You could skip the port on the heads, the rockers, the forged pistons and H beam rods, the custom carb tune, and the dyno and save yourself $3,500 easy, if not more. I bet you could build a healthy mild 408 for $5,000. When you want to make more power, the first place you'd start is the heads. If you spring for the forged pistons/rods, moving up later could be done while the motor is still in the car.

Yes it could be very streetable. Power output depends a lot on your supercharger head unit. You could do 400-500hp on a stock stroke 360, but of course power output still depends a lot on head flow, cam, intake and exhaust choices.

These will work behind your 904 and will make your hp goal easily....
