I have 6" cowl front carb has about 3/4 clearnace. Both carbs are maybe 2" from from top. Car does not pull like it should in second an high gear. Would it help if i had holes in front of scoop with an air pan?

The 2" isnt bad but I prefer more space... if you dont
have a pan to seal off the carbs I would do that first.
In a conventional scoop you would like the air horn
about 3/4" below the bottom of the inlet of the scoop.
A ideal entry is also preferred on each carb to help
let the air make the 90% turn instead of a shear.
If you can see in the cowl.... a little test is to
tape a bunch of 2" long pieces of yarn in a bunch
of places under the top of the cowl to see the air flow
(cheap wind tunnel testing)

a total lack off air control which can reduce the airflow into the carbs. it acts like a siphon when crossing the carb openings

Put two K&N substacks on the carbs and that will take care of that problem.

I knew a guy who put a tunnel ram and on his 440 66 Dart and the car went from 10.90's to 10'70s and the hood got broken and He ran it without and put birdcatcher on it and went 10.50's. I figured it would slow about 2 tenths without hood but it went the other way. I still have trouble believing it. Must have trapped a lot of air under the hood?

I'm betting he would have gone a little quicker with
the hood AND the bird catcher... I'm sure the bird
catcher was directing the air much better

get rid of the cowl hood and put on a taller version of mine.
then youll have the nostalgia look and get functionability.
how bad did it run today?
i got my all time best today in bad air.
