I will guess you have a liquid filled gage - -either replace it with non-filled or drain the liquid out.

Mine seems to fluctuate as well,,,nothing to do with the gauge either,,,, Could a bad ground,,,or some electrical gremelin do this ? Air in the line do this ?

I know this sounds crazy but I was having the same issue. The solution was new needle and seats, after trying everything else.

No they looked fine. It was a problem I had very intermittently. I changed them after I had another carb that belonged to someone else on the car. He had an issue we fixed and fired it up on mine just to make sure. Rock solid fuel pressure and it had all new stuff in it. I replacd mine and it returned to rock solid pressure.

Also need to remember that a dead-head regulator needs to be adjusted while the car is running or the settings will not be accurate/repeatable.

your blowing through the needle and seats. you need to get a product engineering return system to keep the fuel flowing. it seems to be a problem with the magnafuel & product engineering high flow pumps.

A dead head regulator is the NON return type... if its blowing out the vents the pressure is blowing the needle off the set.... I'm sure you havent checked the gauge for accuracy but more than likely its greater than 7 psi... on a known good gauge the needle can handle about 7 1/2 psi, at 8 psi it can blow the needle open(this is why we set the pressure at 7 1/2 max on the production pumps at Chrysler..... I had to flow a TON of pumps in the fuel lab) Or your setting the float level too high... but if you watch the float window(Holley) you might see it creeping upward or dumping fuel out while open... which is a pressure issue OR bad needle and seat

Forget the gauge right now.... lower the pressure on the regulator(way low) and get the engine running then slowly up the pressure on the regulator till you get a idea where it will hold at.... then do a gal per minute flow test(in a bucket)
