OK, firt all three were pegged (reading HI) right? So you replaced the voltage limiter and not they don't move at all.
Did something not get reconnected in the process?
Its the limiter grounded?

I would check voltage into and out of the voltage limiter first

What I meant was, is it possible to see if the input voltage is where it is suppose to be where it is plugged in and are you getting correct the output voltage.

Sorry I do not know which is which. do not have the schematic to look it up.
#1 should be ground. Don't assume you have it make sure with a meter.
On the other two one should be battery voltage and the other the reduced voltage.

I'm not familiar with your gauge assembly were you able to remove and replace the limiter without removing the gauges?
Don't forget to check that your guages and voltage limiter has a good ground.
Also make sure (sounds stupid) that the fuse is not bad.

The three gauges all went bad at the same time but have a different position after you re-installed the new limiter. Make sure - it was installed correctly,
- the ground was not disturbed,
- a fuse was not blown while trying to replace everything,
- no other wires were disturbed.
- the wires were re installed where they were before.
