The cage for dimmer switch-wheel is usually the culprit. It's a pain in the butt.
Sometimes - seems to depend on the pad - you can kind of rotate the switch panel out, top first.
There have been a couple where I had to feel around behind everything & unscrew the Phillips-head screws at attach the dimmer assy to the switch panel.

The other fun deal is that those dimmers are prone to corrosion and failure.

I recommend taking gauges completely out and remove switches. This makes it easier to remove. Also, there is s phillips screw in upper LH corner behind gauges that holds pad to frame. This is not an easy job...the vinyl shrinks and therefore the cast switch panel is very difficult to remove and install. If you only want the switch panel out and not the gauges. As suggested above remove switches from back side. The dimmer, headlight and wiper switches can cause complications. Best of luck.
