When greasing the steering linkage components with the grease gun, should you pump the grease in before or after tightening up the pivot nuts?

After tightening IMO, if before it may just squeeze the excess out anyhow. Also I do not pop the grease out of the boots. Just till I see it fill the boot some.

Plus if you ever get a new part with no place to grease it, remove the boot and pack the joint with grease. It is very common for many new parts to be non-greasable and they don't put enough, or sometimes any, grease in the joint.
