Are you asking about the Germans troops in that background?
When I was drafted in December of 1966, I was assigned a serial number that started with U.S., those that enlisted had their serial numbers start with R.A., Regular Army, the reserve troops had E.R. (Enlisted Reserve) and the National Guard troops (mostly draft dodgers) serial number started with N.G. which most of us on active duty believed that stood for No Good devil grin stirthepot whistling

When I was in training the National Guard guys said NG stood for "Not Going". Pretty much true then but certainly not now.

Looks like the adults in the room pulled the poster. Of course a lot of finger pointing, mostly to the contractor that made the poster. Still, nobody from the command took the time to proof the final product. Total lack of attention to detail.
