In my state it's easy to ID cop cars because they have "mg" municipal government tags. If it's like Florida you can have non municipal tag on unmarked vehicles, otherwise almost defeats the purpose. Dummy Captain in the Kia with no rearward blue lights. AND he should've moved over to let a marked unit take the lead. Dangerous.
Facts are stubborn things.

I see nothing wrong with the Troopers actions. Even if this was not the target car he see's an extremely wreckless vehicle not stopping for his blue lights and stopped it without hurting anyone. The Captain didn't even have his front lights on, and they were pretty poor anyway. He screwed up and knows it. The question is will Trooper receive any disciplinary action just to appease public?

I see negligence on both sides.
The marked car officer:
#1 - He couldn't identify the car.... Kia versus a Mercedes. #2 - He didn't run the plate of the car he was chasing.
The unmarked cars' officer:
#1 - Didn't have his lights on #2 - [Speculation on my part] seems he didn't communicate with dispatch.
Because, if dispatch had been called by either officer, it shouldn't have taken long to figure out what was what. Tailing officer could have called in the plate, with make & model and dispatch would've responded saying it's actually unit such-and-such. Leading officer didn't call dispatch and ask which unit was giving him backup because, as posted above.... (and I could ask my uncle on this, he's former RCMP) but there is an S.O.P. for a pursuit and lead car should be a marked unit. Looks like there was a third unit involved that didn't stop.

They were both following policy?
Reality check, that half the population is smarter then 50% of the people and it's a constantly contested fact.

They were both following policy? No way was Captain within policy! No emergency lights activated for a pursuit.
