Pretty cool car, and I like Citron Gold, but depending on what's been done, $28K does seem initially optimistic.
I see a bit of rust, and contrary to the ad, some parts ARE needed.
On the plus side, 383 4-speeds of that era aren't too common.
Unfortunately, the ad doesn't say how much mechanical restoration has been done.
There's just not enough info - at least for me - to determine its real value.

on a side note, I bought a 66, 500, 4 spd car for 100.00 about 1976, put a used motor in it and flipped it for 850.00 black plate Ca. car to boot. Those were the days wink
