Have new points and condensor in the factory 70 340 distributor, should the points be arcing while the engine is turning over with the dist cap off?
we did ground the coil wire.

Won't make any difference if the cap is off or not. If you have a functional condenser, the arcing should be hardly noticeable - but there will be some.

All points will arc somewhat. Bear in mind that the condenser/ capacitor has TWO jobs. One is to help keep the points from burning, but really the far more important job is that the coil and cap form a ringing circuit. WITHOUT A CONDENSER, most cars will not run. The spark will be extremely weak

I know it won't make a difference with the cap on or off, but it's obviously easier to see with the cap off.

One set of points sparks/arcs quite a bit, but the car seems to be running alright.

I always assumed the condensor was there to help keep the points from arcing much.

One set should arc more than the other. I haven't really thought about whether it would arc on close or open, but one set of points will close while the other is already closed and the other will open while the first is closed.
