bend the tabs on the one pad so you have to tap it in place into the caliper & the other pad fits in loosely(file it on each end if it doesn't) & use some disc brake quiet on the backs where they contact the caliper

Oh Ok. With the caliper making contact in the grooves that let it slide each way what about taking the caliper out & greasing the grooves w some grey antisieze paste? Wire brushing them clean for a few seconds 1st.

bend the holddowns as they should be bending a little as you snug them down onto the caliper & be under tension. EDIT I have gotten(myself) off track here yes just bend them a good amt so that they bend & are under a fair amount of tension by the time the bolt is all the way in.
