Can anyone tell me what year this dash is out of, '67, '68, '69?

67 dash bezel, yes. But that's a 1969 speedometer. The 67 and 68 spedometers had the numbers oriented radially, the 69 the numbers were vertical.
Robert
Ed. It could also be a 70 or 71 speedometer from a Duster. I think those rally style instruments were dropped from A bodies in 72; not positive though.

Thanks for the info. There are threads where the speedo cable attaches so it's a screw on. Somethings odd. That's definitely a 69 and later speedometer face, so it should be a push in type.

67 bezel and 67 circuit boards for sure, the 67 boards were blue, they went to green after that...

Weird. Could someone have taken a couple spedometers apart and made a franken-speedometer? Or am I just dead wrong?
This is what a 67-68 should look like.

I guess anything is possible. I bought this many years ago at a car show/swap meet.

One of those restoration decals, perhaps? Pull the speedo and look at the date on the back of it. It may just be a Parts Dept replacement that was built with combination of parts. Or like was said a older refacing job. Good discussion on 1968 150mph speedos: https://www.forabodiesonly.com/mopar/threads/1968-150-mph-discussion.492704/Nonetheless, some can just buy a screw in speedo cable and run it in a 69-71 car. Or just run it in a 67-68. The straight up numbers are easier to read.
