Like Robert said.
With the engine off and cold, loosen the 3 screws that secure the black choke housing and rotate it counter clockwise until the choke blade just barely closes. Now rotate it clockwise and teh choke should open. If not, check for some binding of the mechanism.
Be sure the choke housing has 12 volts (when key on) and a good ground.
Adjust choke so it is barely closed. Tighten the 3 screws. Start engine. Check for voltage on choke w/ a voltmeter. Within 5 minutes of starting engine, choke should be wide open. If not, use a ohmmeter and check the choke housing for continuity. Should be 10-15 ohms, if memeory serves me.
The fast idle adjustment is on passenger side, behind the choke housing. You might have to remove carb to adjust it.
