Swap the fuel pump relay with a different one you know is good. I'll often use the relay from something that is easy to test to be sure it works that is already on the truck. If you swap the relay with a different one from the truck, and the pump works but what every you swapped the relay to doesn't work, the relay is the problem.
You can also find the 12 volt power supply to the fuel pump relay and find the wire that goes to the pump, then hook a jumper between the two. That will supply 12 volts to the pump. If the pump works, the problem is before the relay. That eliminates everything except the wire to the pump, the pump itself and the ground wire for the pump. Those things you can check at the pump before you remove it.
