Starts a fire and leaves it? In just about all areas it's illegal to leave it unattended. Id call the fire department every time that happens.

I saw earlier in the thread that you asked the police. IMO you asked the wrong folks. The fire dept is who will know fire regulations.

I'd have gone there or more likely to Code Enforement.
