It’s not the sending unit I’m trying to flare. It’s the fuel line where it ends near the gas tank and is connected to the sending unit by a short piece of hose.
There's absolutely no reason or advantage to using a double flare in that application. A single flare is fine. All you need is the OD of the metal line expanded slightly at the end of the line to help prevent the hose from slipping off after its clamped. X 2 or 3 And will add doing a double will create a larger OD and sharp ridge that will likely cause the hose to fail prematurely

i have made the "bubble" on many fuel lines, using a standard flaring tool, by simply starting a double flare and quitting when the "bubble" looked good to my eyes. I do the same to keep hoses from walking off & a place for the clamp to grip.
