That is cool. I have never heard about the lights before.

Huge flood lights with colored filters mounted on the Canadian side across from Table Rock. Have been there for decades.

Actually those were were replaced with high output colour changing LED fixtures years ago. I know the guy who designed & oversaw the retrofit.....he may have been involved in the original installation as well, but I can't say that for sure. He is a retired national broadcast television lighting director who keeps his hand in the game doing projects like this.
