A buddy of mine picked up a 1970 Coronet RT 440 4-BBL and it has Power Drum Brakes. Is that possible?

Yes
manual drums standard , power drum and power disc brakes were both an option

back in my junkyard ownership days [1973-1984] we had tons of 70 B-bodies with power drums.
roadrunners, super bees, chargers, etc.
a very common option.
