I'm not sure what the purpose of the crossover tube is. It appears it connects the oil passages to the heads? If so, can a restrictor be used in the line to reduce oiling to the heads? Just wondering if this is the easiest place to do that.

that looks like its been set up to feed the heads the old school way. My maxx block runs the external feed at the back of the heads.

It is a jumper line to feed the right side of the engine. Indy blocks do NOT oil like a factory block. Oiling for the head comes right off the main IF IT IS DRILLED for it as most Indy blocks oil off the back to their heads. That line just cross connects the sides.
