What brand of bolt and how long are they under the head of the bolt to the threaded end if they are ARP brand?
I have and use a rod bolt stretch gauge, most decent quality 7/16 rod bolts call for from .0047 stretched on 8614 bolts when torque all the way up to .0063 on some of the ARP 2000 bolts shruggy
I've also seen some of them dang ARP 2000 7/16 rod bolt stretch way longer than they should at 55 Ft. Lbs. puke
I seem to recall some of the other brand steel H beam rods with 7/16 8614 bolts want and call for around 55 to 65 Ft. lbs. torque with there own lube work
Your safest bet ,if you can, is to contact the rod maker and ask them what torque or stretch to use twocents scope

stock wedge rod bolt torque is 45lbft with 3/8"-24 bolts. stock hemi is 75lbft with 7/16"-20 bolts. generally a 7/16"-20 grade 8 rod bolt will torque between 70-75lbft. never try 70lbft on a stock wedge rod bolt or you'll be cleaning pieces out of the oil pan.

Stock rods as I beams, he has H beams so he doesn't have stock rods. Call the rod maker is the best answer, or at least tell us who's rods they are as someone might be able to answer the question then.
