I've had two 5.9 Cummins powered Dodge trucks, a 1998 24 valve and my current 2006 Ram3500 4x4, both had the oil filter mounted up front on the passenger side behind the belt drive system. Both of them needed to be turned clockwise to remove them from underneath the road side and tightened (lefty loosy, righty tity) by turning it counter clockwise .

I have a regular band style oil filter wrench that I added a 2ft long handle to. I can be the guy to make them that tight..... and get em off! I hated that new design, but like anything else you do it enough.... easy peasy! Throw three shop rags under the filter. This will provide a “bed” to drop the filter on and keep it upright. Grab another rag and shove it in the middle hole, turn that sucker sideways and quickly remove..... btw a little prybar magic can move that one A/C line a little making filter removal all that much easier Btw the super long oil filter wrench works wonders for those goons that give the rear fuel filter the same treatment
