I have been slowing my 10.70 car down to run 11.50s for the last ten years. I had been using a Moroso bolt style system that bolts to the right rear carb stud and is adjusted out or in , it restricts how much they throttle opens. I have been pretty successful with this setup. I recently went to a Willys adjustable restrictor plate that moves in and out via turning a screw, it goes between the carb and manifold like a spacer. So far i only made one good pass and went 11.40 but the track was too cold to hook any other runs last Sunday.

To have it run the number consistently, you need to be able to adjust it to track and atmospheric conditions. 2 tenths isn't much. I would probably use weight instead of fiddling with the throttle linkage, short shifting, etc. That way the engine/converter/gear change responds the same everytime. Put a weight box in it and go test. Make a pass, throw in 25#, throw in 50#, throw in 100#, and see what it does. Get a baseline, keep track of the air - you should know how the air effects the car - and know how much every 10# speed up or slow down the car.
If the results don't match the theory, change the theory.

Do you know a good place to find a weight box and weight? I’ve done this in the past with bolt on weight and 40 lbs was worth around a tenth for me.

ET Genie is the best. We slow my wife’s car down the to 12.00 from 11.60. The car stays very consistent. they cost more than a Moroso throttle stop, but they are the best out there. The web sight is www.etgenie.com.

Would be simple to make. Weight is usually bags of lead shot although that has gotten expensive. Wheel weights melted into 5 or 10# pucks. Steel pieces. Weight bars made of 2x3 filled with lead can be bolted in to get it close, them use loose weight in a box for fine tuning. Stock or Super Stock guys know how to do it.
