So in theory I can use the headlight power side to trigger a relay to run the vacuum pump, but to shut it off is the tricky part.

Would it be easier to convert this to an electric motor set up, or to wire in a little vacuum pump?

Easiest way (but not easy on your wallet grin) is the conversion kit that Charger Specialties makes.

There are a lot of modern cars that run small vacuum pumps, might be worth checking out to find one.

I think you need to go thru the vacuum system and bring it up to snuff if it's stock 50 year old components?, running a reserve canister?, factory style?....

Your running a 509 lift with 292 duration and having problems with sufficient vacuum? whats manifold vac at idle?, automatic transmission?, power brakes?

My Daytona is running 520 lift with 284 duration, 6 pack, manual transmission and about 10-12 inches/vac at idle, dual diaphram Bendix booster w/4 wheel disc and I have plenty of vacuum to lift the Daytona doors which have to weight 2-3 times heavier than stock 68-70 Charger doors, and my light's vacuum system is basically the same component wise as yours...
