This guy makes a screened velocity stack. Not exactly what you are asking for but good enough for drag racing. Very low profile.

I use a moroso drop base air cleaner with a bubble top lid. Currently using a 3.5" wix filter. Fits under a AAR 6 pack hood on a LD block with a indy 400-3 intake. The drop base is about 2-2.5".

If it's not big enough WOT isn't doing what you want.

The K&N website has a formula to calculate the smallest filter area based on engine size. E.g., a 500" engine @ 100% VE & 7,000 RPM needs a 14" filter almost 5" tall. If the entry shape at the air-horn is good, the filter material need not be centered on the carburetor, but offset, or even connected by a duct.

Ideally, the volume above the air-horn is a giant box in which air is nearly motionless. This allows each throttle disc to have an equal share of intake air (otherwise this is affected by proximity of the intake duct, the can's wall, etc.). The filter occupies some area between the intake duct and the interior volume. The intake duct can be much smaller than the interior volume's cross-section area (and smallest with very high MPH), and is exposed to high pressure cold(er) ambient air. The large area change converts the incoming air speed into pressure. For engines with front distributors, the space behind the carburetor can be a big box added to the rear curve of an existing 14" can. The exact shape is not significant, it's just a buffer plenum.
