I took a set of cast aluminum stage V Hemi valve covers to a trophy shop for engraving, they sent me to a machine shop to get it deeper on the engraving as the customer wanted the covers polished after the engraving shruggy
On the hard anti corrosion anodizing look for a commercial company that does a lot of volume on aluminum antenna like a electric supply company for commercial telephone or T.V. antenna scope

Anodizing should be easy to find if you live near a larger city. I have several anodizing shops within a few mile radius of where I live. The engraving might be a bit tougher to find. Basically you need to find a machine shop with a CNC mill and the willingness to take on a small job that will require a few hours of work. They will most likely need to build a fixture to hold the valve cover and then they'll need to build the program. You can save yourself some money if you design the graphics yourself and export them in CAD file. If none of that makes any sense to you then you'll have to pay someone to design the graphics so the machine shop can build the tool path.
