This is only an attempt so I do not know how correct it is. Hope this helps! I am unsure what the 28 and 128 is for.

1st Row
1=1 left manual o/s mirror
3=9 variable wiper w/ washer
7=2 sold car

2nd Row
AB=80 426 wedge
D=5 automatic
E=5 heater w/ defroster
Q=1 a-m music master/economy
V=3 back up lights
Z=2 Front bucket seats and console

3rd Row
S0=330 Scheduled Production Date (SPD) March 30th, 1965
02084= factory invoice number
B=R Belvedere
D=4 premium
Y=2 2 d.r H.T.
T=P premium front bucket seat
R=4 vinyl bucket seats
M=X black
P=Upper body/roof color - Dark turquoise
A=Body color - Dark turquoise, metallic
I=Mono
