My previous motor had a solid roller cam that required my Edelbrock heads to be machined for spring cups to hold the 1.55" springs. I am rebuilding my motor right now with a solid cam that will have springs that are only 1.46" in diameter. My question is, do I need smaller spring cups or no (or some type of locator)?

You can use spring cups or spring locators.
The locators don't have a outer raised ridge, they center on the valve guide scope

Is all of your inner vs. outer height differential done at the collar now?
Some cup/locators have a step for the inner spring, get the same as you have now.
