Looks like an old delay valve.They used them a lot back in the day to delay vacuum so say advance etc didnt come in as quick.IIRC I might have some ones that I removed from cars.Mostly used for ERG IIRC.Rocky

just right in front of TQ and as far I know is: Idle Enrichment (IE) system: 75-81. This is a driveability enhancement. It supplements the choke function by allowing an even richer mixture during the warm up period to improve driveability. This will appear as a small attachment on the front bowl cover that has a vacuum port that connects to a coolant temperature sensor (CCIE), then to manifold vacuum with bleed. It will also be plumbed into the EGR delay timing system.

Like Nacho said, it's a bleed valve to prevent vacuum from being trapped when solenoid valves close. The filter prevents dirt in the air from entering the vacuum lines.
